I think there is a big difference between acknowledging that someone has changed and between whether or not you personally forgive them. people can change but you do not need to forgive or like them, and on the flip just because you do not forgive or like a person does not necessarily make it impossible for them to have changed.
people, as a general statement, are capable of amazing change and growth. someone who primarily hurts others can absolutely become someone who primarily helps others. someone who does not care at all about anyone else can absolutely become someone who cares. people are capable of learning from mistakes and improving themselves. people absolutely can change. but change will never guarantee forgiveness, and forgiveness is never required to elicit change.
