For anyone not already familiar, Starlight Tours are a torture/murder method that Canadian police would inflict on First Nations people, where they would arrest them during winter, drive them far from home (usually into the wilderness in Canada), and drop them off with little-no possessions on them so that they would die by exposure.

ICE is able to replicate this because most people don’t care about unhoused folks even during winter so if someone doesn’t know any of the resources in a town they’re released into, they’re likely to die regardless if it’s cold enough.
