Fuinjutsu/Seals in the Naruto universe
Since Kishimoto is known for being inconsistent with his lore and world building, I have tried to make sense of it and here's the idea:
Seals can be split into two major categories. In the first one, seals activate instantly when a person channels their chakra directly into the seal. This is the most common type we encounter in the show (storage scrolls, summoning scrolls for animals/weapons etc). The second category has a time delay to them. All seals in this category have universal elements, which are: a chakra storage symbol, barricade symbol and the seal itself. This group can be split further into 3 sub categories.
There is a fixed time delay to activation (let's say 5min). The storage symbol is filled with the appropriate amount of chakra beforehand and the barricade symbol prevents the chakra from reaching the seal itself. In this case, the barricade isn't perfect, but rather there is a small amount of chakra passing through it and getting right to the seal itself. When enough chakra gets to the seal, it activates. The flow rate of chakra can be adjusted to change the time delay. This type would mostly be used in traps
The seal gets triggered by a nearby chakra signature (think paper bombs). When someone passes nearby, the barricade is removed and the chakra can flow freely from the storage symbol to the seal, thus activating it.
Manually rewriting one of the components. This can be done by "crossing out" the barricade symbol, writing an additional symbol to bypass the barricade etc. Now the chakra can now flow freely. This is usually used as a backup, when a shinobi is low on chakra but may still need something to fight/escape/hide
