Theory number 732 b) about the collar:

The Sun King made Anharion use up all his powers and Anharion was basically dying/disappearing (many hints that happens to James - Will worries about it often and compares James to the Elder Stone, “vanishing with every use”).

Sarcean is devastated and wanted a device that would let Anharion have full access to his own powers. However they were on opposite sides of the war and he couldn’t trust Anharion fully. So as a prenup, he added the caveat that he could control Anharion. But he never actually ended up having to use that ability cuz Anharion never abused the power sharing and he ended up falling in love in “aching surrender” and all that.

It becomes a symbol of complete trust between them. Sarcean could control Anharion but never will. And Anharion could use Sarcean’s infinite powers against him, but never will.
