I believe, with all my heart and soul, that if Amane had actually called for help, she would have been punished for it.

Her mother handed her the phone, and she had the strength to dial the number and to tell Amane to call, which means she was able to hold the phone and speak. She doubtlessly could have done it herself.

But then, she wouldn’t have been able to blame the broken rule on Amane.
