THE COUNCIL & THE CHEM-BARONS

BOTH PILTOVER AND ZAUN FEATURE ELITE GROUPS that the more or less run the political show. On the topside, it's Council; in the underground city, it's a cartel of criminal individuals known as the chem-barons. Fortiche really went to town with these characters, who sport some of the most fanciful designs in the entire show. Amusingly, the two groups are like Bizarro versions of each other, further pushing the concept of dualities. This is most obvious in the characters of the Council member and eminent scientist Heimerdinger and his underworld counterpart, leads Smeech. Tellingly, Smeech the Scrap Hackers, which specialize in body modifications of all kinds. The chem-barons have very distinctive visuals, as if Clive Barker had decided to design Victorian narco-gangsters. According to Arnaud-Loris Baudry, Fortiche drew inspiration from various Batman villains. "We wanted them to be a bit cartoonish-not grotesque," he said. "We designed all of them to have goons that are connected to their fantasy." Director Bart Maunoury is an avowed fan of the chembarons, saying that "they are characters I'd love to use again if we ever do other projects in this universe. We don't do comedy much in Arcane, and they brought in a dose of fun and entertainment that was just great. When you see Smeech, with his mechanical arms that unfold every which way, you just want to film him with a short lens that will create crazy angles. Those are the scenes where we allowed ourselves to look toward anime, because it suited the character's design."

Saito Takeda, the Black-hand of Zaun

Takeda’s inherent violence and ambition had seen him rise from humble beginnings to becoming one of Zaun’s most powerful Chem-Barons, the infamous rulers of the under city. 

Takeda leaned his elbows upon the lacquered surface of his desk, the thick leather of his gloves creaking as he steepled his fingers. What had once been heavy slabs of muscle in years gone by had slowly given way to fat, but he was still a big, intimidating man. His gaze was inscrutable, his eyes having long been replaced with soulless, reflective black lenses. - Shadows Beckon

For those of you that don’t know, here is how the writers describe the Chem-Barons of Zaun:

“A Chem-Baron is similar to an Oil-Baron in your world. They own large companies responsible for the production, gathering, sales, and handling of chemical products. Because chemicals in Zaun are very vast, they are sent to other nations for a profit. Noxus would be the largest buyer, as they require large amounts of hazardous materials to keep their undercity so.. "pristine" as they would put it. Rivers of toxic sludge, and tubes filled with noxious gas everywhere. Lovely place, really. Because these people have such a grasp on the main product in Zaun, they have large political pull there, as well as Noxus. They're businessmen and politicians. They pull the strings.

Ekko has a specific hatred for the Chem-Barons of Zaun as he knows it's a city of the future, but they hold it back with their politics and pollution.”

While this is what is said on the wikia:

“ Zaun's powerful Chem-Barons keep a loose alliance that prevents the city from descending into chaos. This has allowed their researchers and inventors the leeway to push the bounds of their experiments at an accelerated rate, for better or worse. Some say the city-state is run more like a corporate business with no restraints rather than a society of law and order.”

Can we please put the former thing on the wikia plz, I don’t want to make a wikia account and make all these edits. We really need to separate the former lore from the current due to the retcon, cause it all just seems to blur together right now.
