If Burr and Hamilton exchanged words concerning the debt plan, then it was not written down. However, the two lived near each other in New York City and had worked together previously, so it is not out of the question. It does make for good storytelling, though, which, with the multiple exchanges Miranda writes between the two men, is certainly what this exchange is for.
