Do I think Merril's use of blood magic is (perhaps a little) problematic? Yes...

Do I blame keeper Marethari for the clans problems later in the game? Oh heck yes.

What if Merrill's Eluvian wasn't blighted at all, in of itself? And the reason it blighted Mahariel and Tamlen was that it led directly into the Black City?

Which would also explain why it doesn't work after Merrill 'purifies it'. If you try and repel the Blight from something that is a doorway to where literally all the Blight hangs out, it's just not going to lead anywhere.
