By the time we see him openly acknowledge Atem's nature in DSOD, he's still not mourning him, because now he's convinced he can bring him back. In a narrative about appreciating what you had and moving forward, Kaiba never does that. Do you hear me??? It's about ghost stories, and the main villain is someone who would rather tear a hole in reality than admit that he's living in one.
