Aren't Looms and the Progenation Machines the same thing?
The Hath–human progenation machine used to create Jenny is essentially a battlefield cloning device that takes existing genetic material, accelerates growth, and produces a viable adult very quickly.
Looms, by contrast, are infinitely more complex. As well as copying DNA, they weave together biodata, genetic structure, and temporal identity, producing a fully integrated Gallifreyan with a stable place in the timeline.
So while both processes technically produce a new person from existing biological material, that's as far as the similarity goes. Comparing a Loom to a progenation machine is a bit like comparing a cathedral to a flat-pack shed, and frankly, Rassilon would be insulted by the comparison 😲
