Not only do they let orochimaru do whatever they want, THEY LET KABUTO RUN AN ORPHANAGE. extremely hilarious that this man spends the better part of a decade as the lab assistant to a terrorist war criminal known for experimenting on children and they still let him become a child caretaker like right after. Either everyone is turning a blind eye or konoha has a terrible vetting system and no one looked at his resume before hiring him

Itachi was that kid in elementary school that got labeled as GIFTED and called mature because he was smart and didn’t talk back around adults or make trouble. There is no way he didn’t grow up with some form of crippling anxiety, and/or depression that manifests in constantly needing validation and/or direction from others because he never learned how to make his own choices as a child.
