I’ve been reading the books for the first time and I’m currently on OotP and the bond that these two share due to their shared hatred of Professor Umbridge is the most beautiful thing I’ve ever seen.

No i do not think dumbledore was the one who spammed the dursleys with owls.
I believe Mcgonnagal was the one who took it as a personal offence to be challenged by these lowlifes who were preventing the son of one of her favourite students' from attending hogwarts and decided to show them hell.
