looked up the two words 'quarrel' and turns out they're completely different unconnected words, which both entered english via French, which is how they got conflated enough in pronunciation to wind up with the same everything in English.
'quarrel' as an argument is (via french 'querelle') from latin 'querella' 'a complaint, lament, or accusation.' i suspect the overtones of pugnacity owe something to the roman tradition of lawsuits.
'quarrel' as a bolt from a crossbow is (via french 'quarel') goes to the latin 'quadrellus,' 'a little square.' often used of ceramic tiles.
my guess is this is because the head of a quarrel generally exhibits three-dimensional symmetry, rather than the two-dimensional symmetry usually seen in conventional arrows.
term therefore possibly arising from army blacksmith production lines where you'd have hundreds of guys banging out low-quality iron goods according to the simplest methods available that didn't waste too much metal. in that kind of environment you're going to need to clearly and reliably distinguish when describing orders and what to fetch and so forth between the sort of arrowhead that is probably cut out of the medieval version of sheet metal, banged into an edged shape real fast, and filed sharp for a cutting edge from the sort that is cut and shaped out of bar iron, with probably several turns, and filed to a point for penetration.
so calling the newer kind 'the little square ones' is perfectly logical.
