Instructions: Preheat your oven to 350F 175C. Line a cupcake tin with paper liners. In a mixing bowl, whisk together flour, cocoa powder, baking soda, baking powder, and salt. In another bowl, cream together the softened butter and granulated sugar until light and fluffy. Add eggs one at a time, beating well after each addition. Stir in vanilla extract. Alternate adding the dry ingredients and buttermilk to the wet mixture, beginning and ending with the dry ingredients. Mix until just combined. Gently fold in fresh raspberries and mini chocolate chips into the batter. Spoon the batter into the cupcake liners, filling each about 2/3 full. In a separate bowl, beat the softened cream cheese until smooth. Add powdered sugar, lemon zest, and lemon juice. Mix until well combined.
