Illumi strikes me as a love at first sight type of person (obviously not really love, per se) but more so that he makes eye contact with someone who checks his boxes aesthetically from afar, and just... molds them into what he wants thereafter. 

So I can imagine that he can fall just as easily in “love” with a complete stranger vs. a partner he works on assassination missions with once or twice, or even whoever his mother eventually sets up for him, because of course Mother Knows Best. So in terms of first meeting, it probably can go either way. Illumi just needs someone to pique his interest and he will do the rest.
