Wind tribe theory
The wind tribe seems to have much less people than the other tribes. They also have the weakest military strenght. However, they are still considered as equal to the other tribes. For that reason, 17 years ago, when there was a war with Xing, which is next to the wind tribe territory, they would have had to participate. The wind tribe seems to be proud and willing to fight when it's necessary. So it wouldn't be surprising if most of the men able to fight had joined the war.
My theory is that most of them died in that war, including Mundok's children if he had any.
That would explain why most of the wind tribe soldiers are so young. From what we've seen, they're all teenagers or young adults. That would also explain how Hak and Tae-won ended up generals at such and young age.
The wind tribe's philosophy might lead them to avoid talking about the loss they suffered in the past. They're strong willed and focus on the present.
That theory would also explain why Hak is so beloved and admired. He was a toddler during that time, and his parents might have died because of the war. A very talented orphan would symbolize the renewal and the future of the tribe. He might have been one of the children who brought hope in the years after the war.
If the wind tribe suffered a big scarifice that helped to win the war, it makes more sense for them to be respected despite their size. The other generals never speak badly of them, and don't really complain about the young age of the wind tribe generals. They seem to trust their fighting strengh even if their army is much smaller and way less organized.
It's just a theory, but for me it's the best explanation for why Hak, Tae-won and Han-dae are the strongest warriors even though they're not even in their twenties yet
