Harry Potter not being able to see the threstrals before Cedric died is absolute buckshot because it was established in canon that his mom died in front of him. The rules about seeing a threstral is you have to see someone die, you don’t have to remember it. Plus Neville can see them and his grandfather died when he was young so there’s every possibility he doesn’t remember it actually happening
