But they still insist that it's possible for a cop to willingly work for an evil system, be unfazed by the violence of other cops, and still be classified as a good cop.

Cops fully acknowledge that being paid to do something doesn't make it okay. If someone committed a crime because they were paid to do it, cops would gladly charge them both for the crime. But cops still insist that "I don't make the laws, I just enforce them" or "I'm just doing my job" are justifications for the violence they inflict.
