Sparrow is Theresa's biggest victory if you think about it.
They are so beholden to her, so loyal that even when they should hate her, should buck and fiight and bite against her will they just...don't.
Lucien implies that Theresa influenced his actions, Theresa all but tossed them away when she gained the Spire, because of how they were raised and how their anger was fostered and they were encouraged to work nonstop towards a single goal they end the game alone.
But when Theresa calls and tells them their child is destined to save Albion, that they must give life to the child who will preserve Albion for generations to come, they don't even question it.
They prepare for it, set up a place that will have and hold everything their child will need, lead Albion into a golden age, not only peacewise but with knowledge in setting up the Academy. They plan for it, prepare Walter for it. Even the things they do that could be argued as rebeling against Theresa (hiding away their guild seal; the sanctuary seemingly being inaccessible to Theresa) they do in a way that ultimately benefits her cause and use for their children.
Theresa doesn't have this same control of HOBW or Logan, thats why her manipulations are different, she lies directly too them instead of around them, theres no webs built around them as there is with Sparrow. HOBW can be angry at Theresa, has no real loyalty to her, only to those they consider Allies, and she is not one of them. Sparrow cannot be defiant in such a way, they've been built and raised in such away that when Theresa calls they listen.
