A teenager (or even a 20 year old) cannot buy cigarettes. But a parent can smoke in places where their toddler is forced to be.

As someone who was a vengeance demon for 1,100 years, Anya would not ever use the word "wish" flippantly. It's a word with immense power that she has spent over a millenia utilizing. These two lines are easily overlooked because we say we wish for things all the time, but for her? She would be so, so careful about that word. She would not say it unless she meant it, and truly wanted it. Imagine spending a millenia and change being able to grant wishes and granting wishes from people in pain (women scorned by men specifically) and then, when you see Willow in pain, or experience the pain of grief, you drop the W word, when your have centuries and centuries of experience of wishes coming true.
