His name is Octo, used to be a gunsmith and working for the Council. But he grew hatred for what they did and decided to destroyed all his creations, fake his own death and ran away. Not long after that, the war also broke out in Cybertron.

Perhaps he and Senator Shockwave can be called friend. Octo also known D-16, Orion Pax and a few others.

At the beginning of the war, Megatron wanted to inviting him to join the Decepticons just to received the news that he already died (which is not lol).

He is now working as a bartender and own a bar in some planet far away from Cybertron.

Idk, perhaps the Lost Light crew would meet him in their journey? That would be interesting.
