I didn't notice it the first time I was reading but in the following chapters it's mentioned that no one can see Inej coming, even Kaz didn't see her the first time.

And I remember her saying once, "As if he’d seen her once and had been seeing her ever since."

It's like he can always feel her presence. He'll see her anywhere and everywhere. The point is : HE WILL ALWAYS SEE HER.
