Not to be controversial, but I'm not understanding how it's transphobic to have a cis man play a trans woman when there are no trans actors available. Some trans women look closer to cis men than cis women and that is an important thing to show, especially if they are pre-hrt. Saying it's transphobic to show is denying a view of an essential part of the trans exsperience.
