Technically you can agree to fight with anyone in any state, you just have to both agree not to press charges after the fact. Mutual Combat is basically just an advance agreement not to press charges before the fight even happens, and a lot of times it’s used to defend people who provoked someone else into a fight the provoking person knew was going to be massively unfair in their favor.
For instance, the “Superhero” Phoenix Jones regularly used Mutual Combat to get away with beating the shit out of people, because they didn’t know he was a very well trained MMA fighter. These people were often drunk at the time and some came away with lasting injuries as a result. But because he would get them on video agreeing to Mutual Combat beforehand, they couldn’t press charges.
Sure, you could have a fair fight with someone and agree to Mutual Combat beforehand, but it’s much more often used by bullies to get away with injuring and/or killing people.
