So I read up on this and that footage is from security camera of his home. He was literally in front of his house when this happened ... loading his van.

Sooo like this man was almost arrested for not having ID on him outside his own home while he loaded his van and saying he lived in the house they were in front of.... Over illegal trash dumping ...
