US Tariff Nonsense Update: They couldn't nerf mail, regular prints and envelope sized stuff is available to the US again!!
okay so here's the skinny - I wanted to wait two weeks before I knew what the situation was for sure because I'm a regular at my local post office and I know I can interview 'em on slow days for what's been happening with folks trying to get their shit over the border to family, friends, and as small businesses
what's been happening is that to no one's surprise, USPS and the like are no where NEAR ready to implement and calculate exact tariffs on 99% of stuff sent over the border, so what the process is now is that you're meant to download the zonos prepay app and that generates a declaration ID number/helps you pay associated tariff fees, right? Well according to my post office peeps not a single person has actually had to pay additional fees on top of their shipping . You just generate an ID number and punch it into your shipping label order on the canpost website.
which: hey, good news for me, shipping prices haven't changed all that much, right?
the issue is that etsy itself, however, has still not figured out how to integrate this simple declaration ID step into their backend, so they STILL don't let me purchase shipping labels from them directly. (why am i not surprised, they've had a label preset error that I've been cheesing as long as I've been using them)
so for anything that's in a bigger package or needs tracking info (large prints, custom commissions, buttons) I'm gonna have to go to the canada post website and punch in all the info, manually, every single time.
I'm totally willing to do this for commissions, but running this process for every single large print and button order is not... great. Until etsy figures its' shit out, those two item categories will not be available the states.
TL:DR regular 8.5x11 prints, custom queue cards, and stickers are all available to the USA again for now

and for those commissioning me - we can 100% use the document option for shipping when it comes to small sized commissions (8.5x11), the item in the envelope is essentially indistinguishable from any other document of value
but if you get a larger piece, shipped like a package, the declaration ID app is asking me for a boatload of money- i tried to get an ID for a 180 dollar commission earlier and it wanted me to pay:
So I'd hold off on commissioning atm, it looks to be an insane complication atm
(this also means i SUPER cannot put large prints/buttons back on the market to the states since its probably gonna charge me insanely on those too)
update: Greer ( @pangur-and-grim ) is helping me figure out CUSMA stuff on chitchats atm so with any luck, the commissions pieces will soon hopefully be able to move duty-free, since handmade art 100% falls under the CUSMA umbrella
I need to drop off this initial batch of stuff at the post office and I'll sink my teeth into figuring this out when I get back
update: applied for a cusma cert on a single commission that I'm HOPING i filled the form out right for. there were a bunch of "im not sure if this is 100% right oh god" boxes to tick and i'm getting finals week flashbacks to a horrific degree.
HOPEFULLY i got the item category right (wholly made/sourced in-country since i bought all the paper and ink in canada and made it at my desk), i got the HTS right (the chart is fucking wretched, i THINK paintings/drawings/pastels that are NOT over 100 years old are under 9701.91.0000) and the SKU number i put in works (I don't have SKUs, especially for custom pieces, so I put the transaction ID for the commission in there and hoped for the best)
^I'm posting all this info like I'm sharing what I answered on an exam outside the exam room, just in case someone smarter than me figured all these answers out already and I can ask them how to do stuff right

You're gonna want to have a template for your cert of origin on-hand. The place where you buy paper and ink doesn't matter, it's where it's made - but in terms of heading 9701 it's the art that's the important part, and that's going to qualify.
(Country of origin rules are routinely a pain in the ass, naturally.)
What you can do for a blanket CUSMA is give your art a SKU - something like SPC-001 and then all of your arts can fall under that item - but only if you need to! If Canada Post comes back and says 'hey maybe not' then you can add the SKU and be gucci.
This is the part where I go deep in the weeds because it's my every day. Forgive me.
9701.91.0000 is indeed the correct tariff code. This doesn't qualify under heading 4601 (maps and blueprints, basically) and it is definitely not a decorated manufactured article (talking like hand painted Christmas ornament that's mass manufactured to be decorated). The Harmonized Tariff System is about 70% of the customs broker exam, and it is guaranteed to have ANYTHING and EVERYTHING in it. The Tariff system, not so much the exam. Good find, though! Got it in one!
CUSMA should allow you to bypass the minimum tariff that they charge for former de minimis orders and a blanket CUSMA certificate - which you can just huck copies of hither and yon when you ship - will keep you from trouble.
Just be sure to include a copy of both in the email to your customer with the order confirmation/tracking number/however you tell people their good shit's on the way. That should stave off any problems in transit.
Short version: You've done all the hard work, just keep copies of the template and include it with every shipment and you ought to be golden. Happy shitposting!
