Clean water’s a sensible choice, and could be useful for travel or humanitarian purposes, but I would make a spirited (ha) argument for the immediate and obvious utility of alcohol, particularly something of homebrew saleability, as in a pinch, you could always decant it and sell it for pocket money.

The obvious choice on my mind right now is sloe gin, a product made frequently in the British Isles by foraging sloes (berries of the blackthorn shrub) and adding sugar, and adding this to cheap gin. After a year of treatment and occasional rotation, it becomes a nicer product than the cheap gin. As picking sloes is irritating, and you need access to wild blackthorn, and the process is mildly bothersome, it’s generally accepted that handmade sloe gin should cost a reasonable amount more than cheap gin, and that it’s handwavingly okay to sell in all kinds of slightly-sketchy ways. At a pinch, for example, sloe gin makes a brilliant donation to a school raffle, with everyone politely ignoring the implications of playing lottery over randomly handmade alcohol.

A very quiet lowkey business could be made of decanting and selling off sloe gin, for about £50 a litre, and it would be very easy to obscure the production process. If you weren’t greedy, and kept your head down, you could quietly and ethically* make enough pocket money to always fall back on and keep your head above water (ha). I mean, this would be a lifesaving fantasy for a lot of people, and would at least lead to comfort for others.
