Electrochemist coming in for that part of things:
Rain is effectively neutrally charged. Some studies find charge, but the literature is inconsistent. Some have found positive rain (source, abstract only), while others have found negative/neutral rain (source, source 2). Some even find slight correlations between size and charge of the rain (source).
Generally speaking, water is neutral because all ions come with counterions; you can get some separation in an electric field (like the earth, which has a negative ground and positive atmosphere) or due to small size (like raindrops), but it isn’t much. And if anything, you actually expect slightly positively charged rain to assist in neutralizing the field. The ion difference would (should) not be large enough to have any physiological effects based on my understanding of human neurophysiology. Electric field fluctuations due to moving charges might be large enough to have an effect, but even those seem to be variable within/between storms (see many of the above papers).
tl;dr: The electronics of rain are likely not the reason.
Instead, a psychological effect is likely. My search suggests that the white noise associated with rainfall can be calming/reduce aggitation (source).

If you’re afraid of spider bites but you can handle watching spider videos, watch this one. To test the severity of its venom this guy tries to FORCE a widely feared “hobo spider” into biting him…and she just won’t. He grabs her and repeatedly presses her fangs right into his skin, and she still won’t bite.
This is a norm for most spiders. They’re reluctant to bite something they haven’t identified as a smaller prey animal, because the loss of venom will just starve them anyway - venom takes a great deal of energy to produce!
Unfortunately, most doctors tend to diagnose common bacterial infections and allergic rashes as spider bites. The average person will never be bitten by a spider, but may get many of these rashes, leading to widespread belief in spider bites that never happened.
This is also very dangerous, because it means what you actually have requires antibiotics, and sometimes you’ll get sent home without any. This is what leads to the horrifying necrosis cases people falsely blame on so many spiders - virtually none of which are proven to involve arachnid venom at all.
