Rook is a certified Yapper. I wonder if one of the reasons Viago was in such a bad mood while Rook De Riva was gone was because he missed that yapping. It was such a normal part of his day, have a coffee, get yapped at by Rook, be annoyed he was getting yapped at by Rook. However, when it was gone, he missed it, which annoyed him more.
