With judgements, we ought to think of their gender as something Else. Our understanding of them is just one perception, seen through the Victorian gaze.

Through that, Judgements are Naturally Masculine, they are Kings... and they are masculine kings in a God way too, in the way God is seen as such.

So in this way I think the masculinzation of Judgements represents much more their place within Order, Law, Power than 'their actual gender'. It is simply The Way To Be. To outside gaze, it is an interpretation of their position and power to masculinize them; in an internal, untranslatable sense a Judgement being 'male' is more a Judgement fitting within the role of Power Wielder, Chain Holder, Follower of Law.

The only 100% confirmed Judgements in text referred to with feminine pronouns are subversive: one was noted as too powerful, too ambititious— she was punished with erasure. In the latest ES, a dying Judgement is able to see a new path and self upon escaping to the Neath, and when reborn outside Law, is a she. (The third possible example we know nothing about: in the 7th letter, a play which might not be accurate, the one Sol wrote its doomed letter to was a 'she'.)
