I had trouble deciding between Ryuji and Mishima, but I think Ryuji would be the best choice for Chiyo!
From her birthday being 7/30, that means she's a Leo and Ryuji's birthday is 7/3, meaning he's a Cancer. Cancers and Leos have one of the best relationship compatibilities of the whole Western Zodiac, be it friendship or love! Sadly I can't go further than that because I don't know Ryuji's full chart. I think with Chiyo being a figure skater she's going to be quite athletic! So that's something that she and Ryuji can bond over! In the Strikers era, when Ryuji's gone to rehab for his leg Chiyo can take him figure skating and they can have a little date doing that together! It'd be especially amusing in Mariko's Jail since it's all ice. I think it would also be cute if Chiyo in general got back into figure skating, because Ryuji absolutely would be extremely supportive of that and go to all her competitions to cheer her on!
Chiyo's personality in general also just meshes really well with Ryuji. With her being serious, that can help Ryuji's laid back attitude. I don't see her as much of a serious person as Makoto, which will definitely help with Ryuji's overall attitude towards doing things such as studying and also won't just, turn him off in general towards hanging out with her, even if it's for studying. Her cheerful personality will also just mesh very well since Ryuji's so easy going and happy generally. He can also teach her to not be as much of a people pleaser, so that she doesn't have to constantly deal with the guilt of telling people no and whatnot.
