To be clear, "Speed" just means how quickly you can generally get an attack out, rather than relating to your movement speed. Celesteela and Vikavolt are described as moving extremely quickly, despite their low Speed rating, and it's because rail guns and rocket ships take a second to get going. Regieleki, as a counter, has the highest Speed stat, and it struggles to move at any reasonable pace while bouncing alongside the player.

But I am very grateful that Metagross is considerate of the squishies inhabiting the world around it.
