Is Harry a good liar?
I think he's a pretty good liar. Yes, of course, there was the Vernon Dudley incident, but the problem there wasn't that he couldn't lie; he just came up with a bad one. But when he comes up with a good lie, his acting can back it up.
I mentioned it a bit here, I believe, but let's review a few times Harry lies really well:
âShould call Filch, I should, if somethingâs a-creeping around unseen.â Harry had a sudden idea. âPeeves,â he said, in a hoarse whisper, âthe Bloody Baron has his own reasons for being invisible.â Peeves almost fell out of the air in shock. He caught himself in time and hovered about a foot off the stairs.

âPotter! Weasley! What are you doing?â It was Professor McGonagall, and her mouth was the thinnest of thin lines. âWe were â we were ââ Ron stammered. âWe were going to â to go and see ââ âHermione,â said Harry. Ron and Professor McGonagall both looked at him. âWe havenât seen her for ages, Professor,â Harry went on hurriedly, treading on Ronâs foot, âand we thought weâd sneak into the hospital wing, you know, and tell her the Mandrakes are nearly ready and, er, not to worry ââ Professor McGonagall was still staring at him, and for a moment, Harry thought she was going to explode, but when she spoke, it was in a strangely croaky voice. âOf course,â she said, and Harry, amazed, saw a tear glistening in her beady eye. âOf course, I realize this has all been hardest on the friends of those who have been . . . I quite understand.

both Filch and McGonagall fall for his lies pretty easily.
Harry's lying is that he comes up with a lie quickly (sometimes badly) and then he sticks to it with full confidence. Like, he chooses a lie and sticks to it like it's no one's business, which is what makes him a good liar when he has a good lie.
Even when his lies are bad, he comes up with them super quickly:
âThis is the copy of Advanced Potion-Making that you purchased from Flourish and Blotts?â âYes,â said Harry firmly. âThen why,â asked Snape, âdoes it have the name âRoonil Waz- libâ written inside the front cover?â Harryâs heart missed a beat. âThatâs my nickname,â he said. âYour nickname,â repeated Snape. âYeah . . . thatâs what my friends call me,â said Harry. âI understand what a nickname is,â said Snape.

And he's a quicker and more believable liar than Ron and Hermione:
âwhat happened to you?â âStung.â Harry muttered. âBeen Stung.â âYeah, looks like it.â said a second voice. âWhatâs your name?â snarled Greyback. âDudley.â said Harry. âAnd your first name?â âIâVernon. Vernon Dudley.â âCheck the list, Scabior.â said Greyback, and Harry head him move sideways to look down at Ron, instead. âAnd what about you, ginger?â âStan Shunpike.â said Ron. âLike âell you are.â said the man called Scabior. âWe know Stan Shunpike, âeâs put a bit of work our way.â There was another thud. âIâb Bardy,â said Ron, and Harry could tell that his mouth was full of blood. âBardy Weasley.â âA Weasley?â rasped Greyback. âSo youâre related to blood traitors even if youâre not a Mudblood. And lastly, your pretty little friend . . . â The relish in his voice made Harryâs flesh crawl. âEasy, Greyback.â said Scabior over the jeering of the others. âOh, Iâm not going to bite just yet. Weâll see if sheâs a bit quicker at remembering her name than Barny. Who are you, girly? âPenelope Clearwater.â said Hermione. She sounded terrified, but convincing. âWhatâs your blood status?â âHalf-Blood.â said Hermione.

Hermione sounds terrified, Ron comes up with his answears too slowly and gets the snatchers suspicious, and Harry, even if he comes up with a shit name, says this shit name with full confidence, calm, and convection.
And that confidence is the key to a good lie.
Harry knows how to speak calmly under pressure. We see it with Umbridge too:
âWhere is Albus Dumbledore?â âNo idea,â said Harry promptly. âDrink up, drink up,â she said, still smiling. [...] âVery well,â said Umbridge, looking displeased. âIn that case, you will kindly tell me the whereabouts of Sirius Black.â [...] âI donât know,â he said a little too quickly. [...] Where is Sirius Black?â âNo idea,â said Harry loudly. âHavenât got a clue.â They stared at each other so long that Harry felt his eyes watering. Then she stood up. âVery well, Potter, I will take your word for it this time, but be warned...

He is calm and says his line with enough conviction and quickly enough with his answers that Umbridge believes he was saying the truth under Veritaserum no less.
So, yeah, I'd say Harry is good at the act of lying, though, coming up with lies is... well... it depends on the situation and how stressed he is and able to come up with something convincing â but his problem is usually the content of the lies, not the acting.
