She killed just enough oppressive rulers in Mereen to free all the slaves then stayed long enough to ensure all of Slaver’s Bay remained free then left the city to the freed slaves and former masters to continue to work together in fair balance and pick their own leader(s).
She killed all of the oppressive rulers in the Great Grass Sea and left Vaes Dothrak to be ruled by the Dosh Khaleen (all women, freed slaves & rape survivors) with real autonomy instead of glorified forced nunnery.
Everywhere she goes she takes control away from the wealthy powerful abusers and gives it to the poor powerless abused. Her only non-negotiable commandment is an end to rape, slavery, and exploitation of the lower classes, women, and children.
