Alright SAF fans, here's something we know: Owen knew Curt was deeply remorseful over his actions in Russia, which suggests Owen kept track of him.

Here's something we generally agree upon: Owen didn't want to kill Curt if he didn't know it was him (presumimg he actually wanted to kill Curt in the first place, which is somewhat open for debate).

Here's the conclusion I've come to: Curt and Owen crossed paths at least once in that four year gap, though Owen was likely in disguise. I like to believe Owen got a very drunk Curt home once on the grounds of "well I can't him kill if he dies in a drunken accident and if I start my rant now he's not going to remember a second of it so...may as well just write this one off"
