I don't know a thing about Bluey but I know some people don't entirely know what is meant by the phrase "puppet animation" and that's what this is. Instead of drawing a character over and over again you build it once with various alternate parts you can reposition.

It's a faster, cheaper method than traditional animation, but it's not necessarily a bad thing. Frame by frame typically looks more alive and more beautiful but it really depends on the context and skill.

I'm so used to puppet animation being seen as the "lazy and ugly" option that it feels weird to see it used in an "inspiring" scene for kids and my instinct was to be pessimistic about it, but I guess these days it would absolutely be one of the first most accessible forms of 2-d animation to any child actually interested in making cartoons, so it's okay really. All the old men on cartooning Facebook probably got mad at this but the same old men think Yogi Bear looks good.
