This may possibly be good news. However, essentialist ideas towards the inclusion of women are not necessarily correct ones: having women on the panel doesn't mean that the rabbis appointed will be sympathetic to women's issues. Furthermore, so long as Orthodoxy is the only legitimate type of Judaism according to the State, the rabbis appointed will all be men, and will still be ruling from an exclusionary Halachic viewpoint.
Additionally, this bill is in the very beginning stages, and may of course be simply a bid on the part of the coalition to attract (Jewish) women voters. Updates to follow.
Yossi Levi, formerly Netanyahu's Media Consultant, states on a radio show with Ayala Hasson that in the event that a man "cannot control himself" in regard to a female coworker, the female coworker should be distanced from him, up to and including firing her.
As regards the recent affair in which the head of the PM's office allegedly harassed and stalked a female coworker.
It is important to note that the "exclusion of women" (the euphemism most frequently used in the media for violence against women) is hardly restricted to the Ultra-Orthodox. Sexual violence is one of the most common ways women are excluded from the public sphere, and it speaks volumes that this (may have, probably, definitely) occurred in the PM's office.
