That's why they exist. Their purpose is to hurt and oppress us while perpetuating the problems that keep us divided and ruleable. It's why they were created, and why in the US (and other authoritarian countries) they are lionized by the major political parties.
Not just why they (the enforcers) exist, but how all those other systems are planned, designed, and constructed.
Crime is predictable. They use the lie that crime is an aberration and outlier of unhealthy minds in an otherwise healthy society and systems. The truth is that crime is the logical and predictably measurable outcome of an unhealthily structured and dysfunctional society.
You can debate about whether the design is intentional or the result of ineptitude and narrow perspectives, but that's a separate topic. I argue it's fully intentional, even if not all the enforcers, planners, builders, and regulators ever consciously are aware of it. It's not as if anyone is physically preventing them from walking an isle or two down the library to find the thoroughly documented research and studies confirming it. But nobody is enforcing healthy design and planning. There's profit to be made in uncertainty. There might be a dozen ways to design and plan healthy urban development, but there are millions of ways to cut corners and fake it. A million ways to sell it, and then a million ways to haggle and weasel the profit margins.
Modernity, or the subjective illusion of it largely worsens the problem.
The honesty in the styles of paleolithic technology is that a hand axe was a consistent and reliable design for very real material and chemical properties. You look anywhere to buy a product or a place to live and it all becomes so simple and simultaneously convoluted and confused by the same single simple factor-- money. Not the geography, not the material properties, not the actual availability or logistics. There's not a dozen models for the same type of vacuum cleaner, there's thousands and thousands-- and if there were: people would easily be persuaded to complain about the limitations to their options, and persuaded to ignore all the room for corruption, deception, and engineered obsolescence. Dozens of different labels for plastic bottled tap water.
When an urban planner makes one neighborhood a certain way he's not thinking necessarily about trying to make it a criminal hot bed-- but since he's only considering his and his benefactor's interests, that's exactly what he ends up doing.
They ignore core principles like Gini Ceofficient, access to services and transportation, density, green space, commons public space, infrastructure access. In the end they splurge on the considerations for the exclusive and elite even when the inefficiencies are opulent while they design spaces for the poor as if they were battery cages for chickens and other factory farmed animals.
Predictably, the result of this is crime. Especially when the animals in the cages become aware of how the pampered classes live.
