I think that Tommy said he couldn't do this anymore, and was talking about how he couldn't live a lie and try to force himself to be the straight man he'd always been made to think he was supposed to be, while Abby thought he was referring to how he couldn't be in a relationship with her because when they weren't on shift, she was taking care of her mother.
