The GM has met this email request with complete avoidance. Has not acknowledged it to me at all.

He has responded to the person I cc'd on the email (a friend of mine, which is how I know) to set up a meeting to discuss. And he went for a coffee with another manager to discuss. But has yet to acknowledge it to ME... the person who made the request 🙃
