No, she did not raise them, because they had their own parents to raise them. Headcanons cannot contradict canon and canonically, she's not the type to raise anyone else's kids. If you'd said Narcissa and Andromeda raised them, it would still be stupid and misogynistic but at least not wildly OOC.

Bella actually bullied all of those kids. She'd pull Narcissa and Andromeda's hair and they'd fight all day, and she'd steal all the attention of their parents from them. She'd make Sirius and Regulus cry, and she had so much fun doing it!! Her idea of play was bothering the younger kids in as many ways as possible. They were her toys.

Now that's a siblling related headcanon that fits 🖤
