Ingvarr sends Apparatus to Koto as foreign aid. Hugh, employee and student working for Apparatus, is posted in Koto- primarily for reparations/community service. She acts doubly as a personal translator for Kotoβs ambassador, Princess Nuruβ₯οΈ . Nuru is vehemently outspoken about her opinions on Apparatusβs rampant industrialization and Ingvarrs occupancy of Koto. Hugh later loses her arm in the same meteor shower that kills Kotoβs ruling couple, Nuruβs parents, and is sent back home to Ingvarr where she works tirelessly to develop prosthetic technology to return to Koto. With the success of her invention, eager to share it with the community that could benefit from it most, Donella sends Hugh back to Koto.β¦
