Did Dean mirror the level of devotion that cas had for dean? Dean did have a devotion much higher than what cas had for dean, but unfortunately that belonged to sam. And cas saying he can't have what he wants did mean he knew dean can't reciprocate. Firstly because sam and secondly because he is straight.
The things dean did for cas was quite similar to things he did for charlie and adam, the sudo siblings he had. He tried to save him and did his best but when he failed, he failed. That was it. The chapter was closed and they stayed dead. Now compare it with Mary and Sam.
With sam it was a level above, he not only saves sam but anything that emotionally affects sam. Until and unless of course in his eyes something can harm sam. He does his level best to keep sam With him and keep things that matters to sam With him. For that he could manipulate with Jack's death and even kill Jack. He would blame cas because rowena got hurt and these things hurt sam emotionally. Now thats what is called devotion
