It’s an Atbash cipher. When you take out the vertical garbage text and add the missing letters, it says:
“Everything is true, nothing is permitted. Time ends for all.”
By the way, would Vector Prime know how Airazor’s team defeated Tarantulas and returned to Cybertron without her in Primeval Dawn? I don’t trust Sideways’s account of those events.
