he didnt shatter the gem, just cracked it.

With the failure of that he tried to heal himself but he failed that too in result the gem was broken it didnt knew what form to be making steven look everyday more to pink diamond in personality and appearance

Seeing that the crystal gems didnt know what to do but pearl was secretly enjoying this.
