since i am a cancer i will try to answer this from the way i see it. she is either shy or scared to talk to u first because she doesnt want to bother you or she doesnt know how you feel or she really doesnt want anything to do with you. i would initiate conversation with her and then ask her straight up if she still cares about you and wants to be friends. I dont know how long its been since youve talked to each other but maybe her personality changed (or maybe yours did) so try to be open and honest with her and be straight forward. i know its scary but try to do it
