Yeah some of it got tempered over the years, but he will fuck you up if you piss him off enough (see Thad's broken legs that was NOT out of character).
He may have a point that he will NOT go past, but if he feels you deserve it, he's going to break bones.
You swing at him with a baseball bat, he's taking it from you and beating you with it. It wasn't necessary, he probably could have just tied you up instantly. But maybe some people DO need a good solid WHACK to understand how they got there so they never do it again.
Will Bart do this to everyone? No. Do I think he gets better about this? Yes, that's canon - but it is always there and piss him off enough he will... break bones.
