i can't stop thinking about this. this kind of shit is not like milsim plane nerds with their own super-expensive desktop cockpit recreations. that kind of hardware makes sense to exist.
this does not. they're playing world of tanks which is like the "call of duty" of tank games (casual, players only slightly bad-smelling). it also doesn't have support for tank peripherals. no game does. no trainers do afaik. which means that (assuming this isn't just a video editing) all of that shit they are fucking with translates into mouse/keyboard inputs that the game understands. that's weird/hard and perplexing, uh, and considering that "tank peripherals" aren't a thing that exist i can only guess they built them theirselves
which is fucking hilarious because why are they so good. why does the fucking cannon breech have a little dry ice smoke effect when the breech opens like they just shot a shell. what. manual turret traverse crank?? did they build a fucking ready rack!! they're even using the correct phraseology which means one of these mofos read a PDF file

the generally agreed on candidate seems to be Septentrion for a Dead Princess, a book by circle Merkmal, released by the end of 2002 on Comiket 63 (EoSD released months earlier on C62), and you can actually find it translated out there. it seems to also reference a 1994 SNES game called Septentrion (localized as SOS in the west). it's pretty wacky.
i also came across this tweet showcasing a few others from 2003, though i couldn't find any of these online. Alice in Eastern (bottom center) in particular is mentioned in the Touhou 25th Anniversary website (there's a couple others there from later years too) and it's also made by Merkmal. by the way that circle kept releasing stuff up until 2013 (2015 actually but it was just compilations of previous works).
there's also Stardust Reverie, a music cd from 2003 (C64) by circles PopKorn and Hara-Kara. i haven't found much consensus for whether it is the first doujin album or not but it seems to be the earliest dated. there's this post on the Gensokyo Radio forums which goes into more detail, one being the involvement of beatMARIO in this album.
earlier than this i got nothing. i've heard rumors that there was stuff made for the PC-98 games but nothing came up. there was probably fanart or something for sure.
oh yeah fangames. for what it's worth, the original danmakufu engine started development around 2003, which is. unbelievable to me. so there's that.
uhh, there's Touhou Souningyou(?) (東方繰人形) by Coolier released by the end of 2003. it seems to be a vn kinda deal about alice and dolls. it's not translated so i don't know what's going on but it's free to download. the site has another game tagged 18+ don't worry about that one, this one isn't though from what i can tell. Coolier went on to release Sengoku Gensokyo in 2007 which shows up when i look for it so i guess it must be kinda known. yes it's a play on Sengoku Rance.
the anniversary website from earlier mentions DrunkTankies Battle in the Eastern from 2004 by D.N.A.Softwares. there's gameplay on youtube it looks wack.
as a curious sidenote, that's the same circle responsible for Magus in Mystic Geometries (2008), notable for featuring "AN ORDEAL FROM GOD", and Touhou Unreal Mahjong (2009) which features "Curious Old Shanghai Tile", themes for Shinki and Rinnosuke respectively composed by ZUN himself.
and sorry but i have to point out they also made BOMB MEIRIN in 2010. there's nothing special about that game but i just want you to look at the cover.
slight addendum about music: there actually were pc98 fan projects before eosd, the earliest one i know of is this cover of grimoire of alice that was apparently submitted to ZUN's old website in january of 2000
then there's Y.GORO!! who made a small handful of midi arranges in late 2001 through 2003. their first arrangement was of ellen's theme (website archive)
i heard about Y.GORO!!'s stuff i don't know why i didn't look into it, but that Grimoire of Alice cover is news to me. i'd trust the word of Romantique Tp but i still wanted to see it myself and, while i couldn't find how to access it from the website it's definitely there.
it was made by Shiden who, in the accompanying text file claims they did it "by eye". which they later explain means that they traced the keyboard from Mystic Square's music room. i assume in real time. what an absolute madman.
by the way as a curiosity Shiden (紫電) is written using a really funny kanji you might recognize
