Cop hat: The cop might be mad at you for taking it. Cops are racist and having to be around one is an emergency that justifies self defense.

Fire: This one is pretty self explanatory.

911 is one of two ITU approved emergency phone numbers alongside 112 and is used in most of the americas and some other parts of the world. Getting redirected to the actual national emergency line if u call 911 in a different country is a very common safety and standardisation thing that also happens if u call 112 and is not just people being americanised. It's actually really good that u can generally call emergency services with the same numbers in most of the world.
