There is a large population of stray animals, the reasons for this varies. A domesticated animal getting out and getting lost and becoming one of the many large population of stay animals. An animal being abandoned by an owner that didn't want them. Also, if the animal is unneutered, then it results in generations of dogs and cats being born outside a warm house and increasing the stray animal population.
